Location of default trace options (Tools > Utilities > Debug > Trace...)

I'm looking at Doc ID 2245896.1 where I see this:

"Upon going to the Trace PeopleCode or Trace SQL pages, the *default* trace options will always be presented to the user."

Where are these default trace options stored?  I've set all the Trace/TraceMask settings to 0 in my scheduler plus appserver definitions and bounced everything.  Still seeing checked boxes in Tools > Utilities > Debug > Trace...
