Language installation failed while creating change package

We need to apply some bug fixes in order to resolve issues. For that, we have install latest image.

We have performed all setup but when try to creating change package then it is showing following message:

Target Database FINDB has more Languages installed than exist in the current PeopleSoft Image. In order to proceed with package creation, the additional languages must be installed in the Image.

 

Click OK to install the missing languages listed below into the PeopleSoft Image or Cancel to return to the previous page

When trying to install language it failed.
