Forms and Approval Builder - View All Forms Not Just Your Own

Hello,

Is there a way for an administrative user to see all Forms that have been created in the system and view them?

It appears the My Forms tile filters the Forms to just those you have created yourself, but we need an overall Admin to be able to view and see all forms for all users. The delivered FORM_ADMIN Role does not appear to grant this level of access when tested.
