Remote call cobol error

We are getting below error on remotecall of cobol :

"Could not start child program /app/oracle/psft/pt/ps_home8.56.12/bin/PSRUNRMT SRPCERC REMOTEUN/ORACLE/PC90HCA2/M13461084/////0/people/%PSWD%/a10369f0-ca9b-11e9-a28d-c20a4ab8ec34 (2,-1) DERIVED_REGFRM1.SSR_PB_SUBMIT.FieldChange  PCPC:967  Statement:14"

I know there are couple of bug fix in oracle but which one to apply ?
