How to override PUM Change Package

We have a problem in PUM (FSCM 32) in that we had a previous issue with getting PUM to work correctly and we ended up circumventing PUM to bring some bug fix/enhancements by using application-designer.  Now that we have PUM working correctly we are seeking to apply a new change package and PUM won't let us include pre/post-requisites because it thinks they are already applied.  Can someone let us know how to reset PUM (or Demo database) so that we can include these pre/post-requisites so that we can move on.  Otherwise, how can we cross-reference objects from bug-id's to objects
