How do I locate a file attachment on a Proposal ?

How do I locate a file attachment on a Proposal ?   Several files were attached but a few come back with the message "File Not Found" when clicking on the View button next to the attachment on the Attachments tab... 

Navigation:  Grants > Maintain Proposal > Attachments tab...   

URL Definition:  PC_PROJECTS_DOC_ATTACHMENT

URL ID: record://PROJ_DB_ATTDET

This means we are storing the actual file attachment in the database record.

So how do I determine/track down what actually happened to these missing file attachments ?  Or determine a previous location ?
