modal page not draggable?

Hi,

We are on PT 8.55.14 and modal secondary pages is not draggable. However PT 8.55 peoplebook says it says it can be draggable. Is there an option to enable this or is this is bug that's fixed in later 8.55.XX version? Could someone please check this and provide detials on this?
