8.55.29 unable to login

I have an instance on Peopletools 8.55.29.  I am unable to login.  What I am observing is that th GetCertificate fires repeatedly.  The browser simply spins.  I switched back to the DEV web profile with recycle.  I re-created a domain as "Small" and did only the mandatory configuration to start the domain.  Cleared A/S cache.  The issue is still not resolved.

Any ideas on the cause of this issue?
