Oracle Workflow builder connect to remote Oracle EBS database

We have Oracle EBS 12.2.5 on one server & had to install oracle workflow builder 2.6 on another server due to Java incompatibility. I am trying to connect this Oracle Workflow Builder on one server to the Oracle EBS database on another server but cannot connect. Encounter the error message :

1700: Could not connect with username/password ('ORA-12154: TNS:could not resolve service name').

Would appreciate any suggestions and tips on the above issue.
