Having trouble with the OE Welcome Video rendering correctly in ie

Our current browser is IE11.  When I access the eServe Open Enrollment activity guide, we have set up a 30 sec video to play on the Welcome page.  When accessing through Chrome, the video renders inside the box on the welcome page.  When accessing through IE, it opens a separate little window and does not act correctly.

Any thoughts on why?
