Siebel Webtools? - IP17 and beyond

Hi,

We are planning to upgrade to Siebel 17 or 18 (depending on the stability of the version) from IP15. I have couple of basic questions w.r.t Webtools, please provide your comments and/or documents to support/understand better.

a) Will Developers need to use Webtools from IP17? or is it optional?

b) If we start using Webtools and for some reason, not comfortable initially and have make some changes (immediately), will we have access to Siebel tools as well?

c) With Webtools, what are the advantages? will I still need compilation of IO/BC/BS etc if changed? how does the versioning/merging work if 2 developers want to work on the same object?
