Should Email Notifications Also Always Show Up in Worklist?

We've been testing some newly created workflows with emails recently and noticed they do not appear in the worklist.  So we just created a start and end with a notification to an EBS role in the middle.  That's all it is.  The email does get generated but we're not seeing anything in the worklist.  Shouldn't it be there too?  Or how do we get it to show there?
