health score stuck at 0

AP3900 HA pair running in Session Border Controller mode 8.1 patch 16 (I know recommended to use 8.3, but for now it is 8.1)

There are 2 active physical interfaces, M00 and M10 with SFP connected. Wancom1 and 2 links are up.

All physical interfaces have wancom-health-score set to 3

2 unused physical ports can be in state enabled or disabled, health-score of the HA pair is constant "0"

Inbound and outbound calls at the same time work.

Note - this is a new installation which was set up while the SFP cables were not connected, but that should not interfere with the health-score today.

What else should I be looking at in order to get the score up to 96 (which it would be, considering 2 physical ports are down with score 3 on each) I can switch those ports also off, but need to be able to show that health score changes according to connected interfaces.
