Help on PeopleSoft Fluid Fields Alignment

I developed a new peoplesoft fluid page but I am getting alignment issue while I am viewing it in developer console for small form factor display purpose.

When you look at bottom portion fields (*County....to Date of Birth) are displayed differently in small form factor view mode when compare to laptop device display. Currently I am using "psc_margin-left18em" css style sheet for those fields to adjust the fields in the same position of First Name, Middle Name, ID#...(in top portion left side) fields. I don't know why it is showing differently.
