Getting message Attachment not found in server. (18111,31006) when clicking on attached file

Hello,

When we go into the Requistion Approval page as an approver, upon clicking on the Requester's Comments and when the sub page "The Requestion Line and Attachments" pops up, when we click on the attached file, the following error comes up:

Attachment not found in server. (18111,31006)

Please contact your system administrator to check the File Attachment Server Details in CAVF Configuration Setup located under Enterprise Components.

Possible reasons for the failure:

1. Server details are incorrect

2. Server details have been modified recently after files are uploaded into the server.

In Set Up Financials/Supply Chain->Common Definitions->File Attachments->Administer File Attachments, The DB Type is set to PV_ATT_DB_SRV.  But I don't think the URL is set up because upon trace it show up as "URL.".
