ViewAttachment PeopleCode function. How can user get a list of attached documents to choose from?

in PeopleTools and Lifecycle Management - PSFT (MOSC) Question

We are HCM 9.2 Tools 8.57.05 - trying to use File attachment functions. We want employees to upload a document to a database record every year during Open Enrollment. We want the HR team to be able to view the documents for each employee. How do I present the complete list of documents that are in the database record for an employee using ViewAttachment? HR wants to be able to view any document the employees have uploaded/attached and want to select from a list.

Am I not using the ViewAttachment function properly or do I need custom peoplecode to display a list?
