In FIN, if one product is setup to fluid then the homepage becomes fluid?

Please confirm if my understanding is correct based from readings about fluid.

Currently, the system navigation is 'classic', in 9.2.

The expense is planned to embrace the fluid functionality while the rest of the products retain the same standard navigation.

So if expense is setup to fluid, the homepage will default to fluid.  To accommodate the other products navigation, a navigation collection tile for each non-TE product should be setup.

Note: Classic plus is not an option at this time.
