Voucher with withholding void/close liability

Hi - We are having an issue where we need to void a voucher's payment that has a withholding payment made in a prior month.  We can void/reissue only but the vouchers cannot be unposted or closed. We can, however, void and manually close a voucher where the withholding entity has not been paid yet.

We tried the steps outlined in EAP: What are the steps to delete a Withholding Voucher that was paid, posted and Post Withholding executed? (Doc ID 973111.1)   It works ok for vouchers in which the withholding entity has not been paid yet, but does not work when the withholding payment has been made as well.
