PURCHASE_ORDER_DISPATCH Transform Application Engine

I have set up the PURCHASE_ORDER_DISPATCH service operation and have it working as it is delivered. When I dispatch the PO with method of EDX it gets written to the staging tables. I then run the Publish Outbound Message process (IN_PUB_MSG) and the XML is produced. However I can not get a transformation application engine to work with this service operation. I have tested it on the Transformation Test page(it works) and specified the name of the program on the routing definition parameters page for the service operation PURCHASE_ORDER_DISPATCH. But the transformation never seems to get invoked. I even ran
