PeopleTools AWE Approver Skipped

Hi guys.  Looking for some troubleshooting tips here

PeopleTools 8.56.09

I have a custom AWE step that is returning a valid approver yet it is marking it as skipped.

There is only "ALWAYS TRUE" criteria set on this step.

Once the step is skipped it is routed to the AWE admin as expected.

The requestor is not the approver in question.

Why would the step be skipped when Jane Doe was located in the approval routing?
