PeopleSoft Administrator Role...when to assign/grant?

I am seeing a vast difference on the opinion of assigning the PeopleSoft Administrator role. I was hoping to find some community standards on best practice of role assignment, but so far I have found none.

I would appreciate any thoughts, ideas, or comments concerning when to assign in PRD versus lower environments.
