Integration broker of person from HCM to CS

Hello Community!

I am doing an integration between Peoplesoft Human Resources HCM and Peoplesoft Campus Solutions CS both in version 9.2 I have the following question, when a user (example: mmike) creates an ID in HCM, should there be the same user (mmike) that creates in CS? I have seen that if that user does not exist, there is an error, is there another way to send ID from HCM to CS that does not check the user who sends exists in both databases?
