Ad Hoc Notifications in Finance?

We are implementing Financials 9.2.  I see that ELM has an "Ad Hoc Notifications" function that allows a message to be sent out to all the enterprise.  However, I am not finding this functionality in the Finance Notifications link.

Does anyone using 9.2 Financials send out enterprise wide messages (ad hoc type messages)?
