PeopleSoft Test Framework: Execution Option URL is working in our DEV environment but not our Test

PeopleSoft Test Framework:   Execution Option URL is working in our DEV environment but not our Test QNA environment.  

Is this being affected security ?

Execution Option URL for DEV environment:  e.g. https://fms92dev.bgsu.edu/ps/signon.html      (This works fine and takes User to login page then logs user into FMS...)

Execution Option URL for QNA test environment:  e.g. https://fms92qna.bgsu.edu/ps/signon.html      (This takes User to login page then user gets message "You are not authorized for this page...")
