App Engine Try/Catch issue with releasing an excel sheet

I have two issues happening here.

The first is, why is the try/catch block not falling into the catch when an error happens? When this app engine fails, the log is not getting the "Error" line and the file is not closing, the catch block is skipped completely. I have the app engine step set to "abort" on error so that the table is rolled back.

The second question is, why is this app engine keeping the file open? I've done other similar excel to staging table apps and when they failed, I didn't have the issue of the excel file not being released. Right now, the file stays in "read-only" locked mode when trying to open it from a file explorer and the process can not be run again or it will immediately get an error that the file can't be accessed.
