How do I create 2nd change package with smaller bug set after change package with larger bug set has

While applying Tax Update 19-D, 2,000 + additional bugs were included in the change package and applied to our 9.2 demo environment.  I want to create a second change package with only the 65 bugs related to Tax Update 19-D.  Change Assistant will not allow me to create a second package with bugs that have already been applied.
