Third party registration error

Hi

Getting below error when doing third party registration for a newly created supplier.

APP-JA-460353 - You must create a record for null site first.

For TDS regime.

Came across note : India GST- Not Able To Do Third Party Registration Setup Of Supplier At Null Site   (Doc ID 2248062.1)

Unable to see the cause and solution details as KM is unavailable on MOS.

Further , the symptom is stated to be applicable for 12.2.4.

We are 12.1.3
