Incentive Compensation Periods

I have 3 questions on Oracle Incentive Compensation:

1. My requirement is to generate monthly commissions to distributors.  My plan would be to setup these distributors as sales agents in AR module. Based on "collected" AR invoices, I want the system to generate periodic AP Invoices to our Distributors. Is this achievable using Oracle Incentive compensations?

2.I am experimenting setting up of Oracle Incentive Compensation with 2 documents - 406399.1 & 405515.1.

I am getting stuck on defining the Intervals in Oracle Incentive Compensation - where it says  Initialization failed. There is a metalink document 434610.1 which provides a solution about Opening Periods in Compensation Manager.

When I tried opening periods from Jan-19, it gives an error - Cannot open a period when the previous period is set to Never Opened.
