Application server spins when APPQ processes increase -- TUXLOG shows errors

APPQ processes jumped from 5 to 13 within minutes and this delay caused the app server to spin for several minutes for all users in the system as well as anyone just trying to log in.

Once at 13 queued processes response time went back to normal. 

TUXLOG shows the following 2 errors during time of browser spinning and APPQ process increases:

LIBTUX_CAT:577: ERROR: Unable to register because the slot is already owned by another process

CMDTUX_CAT:1860: ERROR: On restart, server process ID 83287 failed to initialize within 120 seconds

Re our setup, we are running 8.57.06 on WIndows for Web and Linux redhat 7.1 for app servers.   In psappsrv.cfg for
