how does Peoplesoft determine which language displayed if you use SSO

Hi,

We are on PS 9.2 and tools 8.55. When the user logged into PS through SSO which setting controls language .User was supposed to  see the pages in French but was showing up in english.

I checked in SELECT * FROM PS_PERS_DATA_EFFDT record language code shows english. Also Verified on the User profiles page. please clarify which option will drive through SSO language settings?
