applying tax updates

We are in a rather unique situation ... we are currently performing a PeopleTools upgrade and PUM 31 to our HCM application. The project will span a good period of time due to internal complexities. During this time, we will be applying tax updates to our production environment. This creates issues as the PUM31 change package will contain tax update 19C while our production database will be moving ahead to keep current with tax updates (19D when it comes out and possibly 20A\B)

My plan is to apply Tax Update 19D to production and then regenerate the PUM31 Change Package from a new copy of production so that the tax updates will not be included within the PUM31 change package ... then proceed to apply the PUM 31 change package. Theoretically, since we are not encompassing the tax updates, we should be able to apply future tax updates to production and not have to regenerate the change package each time.
