How to give access to a custom tile in a custom homepage

Hi,

We are on PSOFT 9.2 and upgrading to Image 33. I have created a new homepage and a new navigation collection( linked to a tile). I have also given access to the navigation collection through a specific permission list( Target Page Information). The user with the permission list can access the new homepage. The new tile has been added to his homepage and the user can view the tile( for Navigation Collection). However, when the user clicks on the tile he gets the following message-

"Please wait for the initialization to finish.

You are not authorized for this page."

Is there any other setup or a process to be completed ( with respect to Fluid Interface) before the user can access the navigation collection ?
