Via SQR, how to encode an XML file (or CSV - backup plan) into UTF8

Looking for technical insight if it's possible to encode an XML file (or CSV - backup plan) into UTF8 that is generated by a SQR?  alternatively, generating a XML file by an application engine and encoding it in UTF8?
