Tools only upgrade query

Hello,

We are on FSCM-9.1+SQL server-2008+WIn-2008 R2 OS. We are planning to do a tools only upgrade which would need a OS upgrade to wither 2012 or 2016 and a DB upgrade from 2008 to 2012 keeping our application at 9.1.

Kindly suggest the certified and tested tools version to which we can upgrade to. Also, It would be great to hear from you folks on the certified upgrade path.
