Related Content Service "Invalid Application Class URL"

I am updating a Related Content Service using an app class and kept getting "Invalid Application Class URL".  I deleted the code and started from scratch and still got the same error.  I tried putting a delivered app class and still got the same error.  No PeopleTools updates were applied to the database.  Just wondering what would suddenly cause it not to work.
