PUM Image - Not Working

Anyone come across issues where trying to create a change package fails withing the delivered PUM Images? I've had a support ticket open for 8 days and I've been going through he most ridiculous exercises with Oracle Support. Such as deleting then redeploying app domain mid-tier, turning on experimental hidden features, etc, etc.

I deployed FSIMAGE and CSIMAGE and everyone can create Delta Change Packges without issues. This fails for HCIMAGE PI 32 only. We are going from 8.54.33 to 8.57.08 trying to create the delta change package and after 5 minutes it logs out/crashes. I've redeployed the HCIMAGE PI 32 to several different severs same result.
