High latency from A/s to database

We are moving our web and application servers.  The servers the infrastructure team provided have latency from A/S to the database of 100-400ms, and the mean is about 225ms.  The mdev is quite high as well.  Our previous servers were 2ms all the time.  Is 225 ms too high for Peoplesoft?  Is there any guidelines?
