Conditional format couldn't be applied

Dear All

Kindly, help me out how to insert conditional format in the BI publisher review below table marked in arrows is the place where I would like to place the conditional format while system is giving me error of that since it's not inside table it could not be applied. Though as visible it's inside table. Kindly ignore the already inplace visible the C and EC or the repeating group signs F and E, as I would like to know what needs to be clicked exactly to insert the conditional format where I'm going wrong is the repeating group will be
