Siebel Local DBF required for developers in IP18?

Hi Team,

We have upgraded siebel from IP16 to IP18. We have webtools for developers to do the config changes(applets. BCs etc) and deliver to workspace. Siebel Tools is required for BS, workflows and tables. So do i need to extract local DBF for developers to work on workflows,tables etc in local?

Kindly suggest.
