Newwindow link missing in Fluid Home pages

Hello we are trying to debug few things on PeopleSoft Home page. I don't see newwindow link on the top-right. I see it after i go to a page. Is that a feature? I am having issue with tiles and couple of pagelets in the tiles and there is no newwindow option where i can click it and navigate to Debug options >> enable trace.

We are 8.57 tools, HCM 9.2 PI24

Let me know if there is any personalization option that i can click to enable this.
