Automatic Dispute creation for Short Payments

Hi Gurus,

We are in 12.1.3 EBS

We have a requirement, where short payment from the customer greater than 25 dollars then dispute will be automatically created. And we don't have Trade Management.  

Can you provide valuable inputs to proceed further?
