TDS:India: 194(J) not defaulting for based on the invoice limit

TDS: India: 194(J) taxes are not defaulting if the invoice amount is Rs.1,10,000, if corrected the value  and decreated to 1,00,000 the taxes are defaulting for one supplier, why it is behaving like this

Finally it is not defaulting if the invoice amount is greater than or equal to 1,10,000

can any one help why it is behaving like this
