Unable to generate license key for MicroFocus Net Express 5.1 on a Windows Server 2012 R2 Standard b

We are decommissioning old Windows VMs and so I need to reinstall MicroFocus Net Express 5.1 on a Windows Server 2012 R2 Standard box.  It installs and I can compile successfully but I can't get license.  Nothing shows up in the License Management System Configuration Product box so I can't generate a key.  What can I do to get this product licensed before the 30 day expiration?
