help with membership rules

Hello Guru's  -  I'm at a customer site where I'm trying to create a membership rule in IDM for a role that will need to be assigned to all users by default.  I'm having issues with what I think would be the obvious choice (Identity Status= 'Active').  But when I choose that option, there are no results recorded in OIM for the Rule Based Members in the Member assignment area although when I checked the Preview Results tab in the rule page before applying the rule, there are results returned.  Strangely, when I change the Identity Status to 'Disabled' and
