1099 IRS file failed due to DC state included as piggyback state

Hi Team,

After successfully applied 1099 patches for 2019 year, IRS has rejected the files with reason DC state is non piggyback state.

The is no any configuration suggested related to piggyback state in 1099 patched for 2019 year. Trying to understand is there any additional configuration required for 2019 IRS file for 1099.
