Role Rule job DYNROLE_PUBL return different counts randomly

We have this strange issue in our ELM 9.2 long time ago with PT 8.54, we recently upgraded to PT 8.56.15 and this issue still exists, and Oracle Support is not able to come up with a solution.  We're on Microsoft AD LDAP and when we ran the role rule job (DYNROLE_PUBL) on a specific role that has 2000+ members, the result counts would sometimes drop dramatically to about 1800, and we need to run the jobs repeatedly until it reaches back to the reasonable counts (back to 2000), this may take from 1 to several more tries.
