Submit and Rebase Loop

I have an integration workspace under MAIN.  I'm ready to deliver this int WS to the MAIN.  When I hit Submit, I get an error saying a "Non-trivial merge found.  Rebase needs to be done (SBL-DAT-60288)".  So then, I tried to Rebase, and now I get an error "SBL-DAT-60297: No Changes found to rebase/deliver/checkpoint.".  How can I proceed from here?

I have used both Webtools and Tools and I get the same behavior.

We are on IP 19.9.
