Report manager link opens wrong file

We have a strange problem with Report Manager and BIP reports, I wonder if someone can give me some ideas to fix it.

We have several app engines that use peoplecode to generate and publish BI Publisher pdf reports. They are all very similar, mainly a difference of the record used in PS Query and the title in the rtf template. They all use basically the same peoplecode, process definitions, and BIP definitions. The data sources are PS Query.

After the app engines run, the process monitor details show the appropriate files available - .log, .stdout, .trc, etc. The .trc file shows the pdf was published to the appropriate directory and we can open the pdf using the Distribution URL in the .trc. In the report manager Administration tab, we can click on the report description link and open the pdf. **
