Branding Header - when use 'Performance Trace' it does not appear in Fluid. How can we get it to ap

When we use the Portal Branding functionality for Define Headers and Footers to display the 'Performance Trace' item, either to appear in the Action list/widget or at the top section (new New Window etc), it displays properly from Classic content.

However the moment we have a fluid page, or a fluid navigation collection - the performance traces no longer are available.
