Oracle Compliance Module

We are trying to configure and utilize the Compliance Module with in OIM 11g PS3. My question is how do we configure it? Does it need the BI server to be up and running? The community provinded me this the following links, but they don't really get into what I am needing to know.

I was able to create a test Certificate Definitions, but I was not able to "run" it.

We are not fully sure how to setup and configure it for what we want to do. We are trying to re-certify users by role within our Oracle IAM system. I would really appreciate any breadcrumbs anyone can send our way.
